KEY PROFESSIONAL STAFF
Grant S. Green, Jr. - Chairman: Mr. Green has an M.S. from The George Washington University, (Management), and a B.A., University of Arkansas, (Political Science). Prior to rejoining GMD Solutions, he served in the Bush Administration as Under Secretary of State for Management. Before being appointed Under Secretary of State for Management, Mr. Green was Chairman and President of GMD Solutions and earlier was Executive Vice President and Chief Operating Officer for a major consulting and marketing company. Before that, Mr. Green served as an Assistant Secretary of Defense involved in total force management, military and civilian manpower and personnel matters, and manpower requirements for weapons support. Prior to being appointed as Assistant Secretary of Defense, Mr. Green served in the White House as Special Assistant to President Reagan for National Security Affairs and Executive Secretary for the National Security Council.
Ronald L. Carlberg - President: Mr. Carlberg has a JD from American University, an MS from the University of Southern California, and a BS from the U.S. Naval Academy. He served as Director, International Acquisition for the DOD. Mr. Carlberg has a broad range of experience in commercial and governmental acquisition and project development activities, with emphasis on structuring complex multinational programs. Prior to joining GMD Solutions, Mr. Carlberg was Senior Vice President for an international marketing and consulting company, and Director of Government Business Development with Sears World Trade. Mr. Carlberg's specializes in international project development, and all aspects of government contracting, including disputes and litigation support.
R. William Douglas - Executive Vice President & Chief Operating Officer: Mr. Douglas has an MBA from the University of Missouri and a BBA from The George Washington University. He formerly served as Deputy to the Director, International Acquisition for the DOD. He was formerly a Vice President at an international marketing and consulting company, and a Project Director at Sears World Trade, where he was responsible for proposal preparation and acquisition strategy planning for major U.S. aerospace contractors; and performed market analysis, market penetration studies, and marketing assistance for international manufacturers selling to the Federal, State and local governments. Mr. Douglas specializes in acquisition strategies, industrial teaming, and government marketing.
Everett D. Greinke - Vice President: Mr. Greinke has a BS and an MS from Illinois University. He served as Deputy Under Secretary of Defense (International Programs and Technology) where he was the focal point for international cooperative R&D efforts related to Defense and for the management of activities involving export control, munitions cases, and equipment transfer to foreign nations. Prior to that he was Science Advisor to the Supreme Allied Commander, SHAPE. He previously was a Vice President of an international marketing and consulting company, and prior to that was a founding partner of the International Partnership Group (Interpar). Mr. Greinke has been consulting in the international cooperation and in the tactical command, control communications and intelligence fields since his retirement from DOD in 1988. Mr. Greinke is an expert in NATO and international defense issues and policy, C4I technology, and future defense planning.
Patricia L. Meadows - Vice President, Finance and Administration: Ms. Meadows has extensive experience in personnel and international business management positions. Earlier, she was a VP at an international marketing and consulting company where she was responsible for all administrative functions and served as a Board Member and 401K Trustee. In her past position, she was also responsible for the development of an extensive library for on-site research. Research initiatives included research on several major projects including a report prepared under contract to the DOD for guidelines for competing major weapon system programs. She led proposal production teams for mid-size to large proposals, including a major systems proposal for the Low-Level Air Defense System (LLADS) for Canada. Ms. Meadows has oversight of the GMD Solutions international network and our research efforts.
SENIOR ASSOCIATES
Donald P. Arnavas - Senior Consultant: Mr. Arnavas has a J.D., Georgetown University Law Center, and a B.A., Iona College. He was previously of Counsel in the Washington, D.C. law offices of Sonnenschein, Nath & Rosenthal, one of the largest law firms in the U.S. Formerly, he served for nearly 10 years as a Judge on the Armed Services Board of Contract Appeals, the major U.S. forum for adjudicating DoD contract disputes. In addition, Mr. Arnavas has over 25 years of adjunct teaching experience in Washington-area law schools and has served as a visiting Professor of Law at the Australian National University and the University of Wollongong. Mr. Arnavas brings an outstanding set of skills and a keen understanding of the DoD regulatory environment to GMD Solutions where he assists in the development and presentation of acquisition training seminars.
Vice Admiral Albert J. Baciocco, USN (Retired) - Senior Consultant: Admiral Baciocco has a B.S., U. S. Naval Academy in Engineering, and has completed graduate level studies in Nuclear Engineering. He retired from the U.S. Navy in 1987 after 34 years of service from the position as Director, Research, Development, Test and Evaluation for the Chief of Naval Operations. Prior positions included Chief of Naval Research and increasing positions of responsibility in nuclear submarine operations, including COMMANDER SUBMARINE GROUP SIX. Upon retirement, he formed The Baciocco Group, Inc., a technical and management consulting practice, and has remained active in a variety of business and pro bono activities. He has also participated frequently in merger and acquisition activities. In addition, he has served as a member of the Army Science Board, Defense Science Board, and panels of the Naval Research Advisory Board. Admiral Baciocco assists GMD Solutions' clients with a variety of technical and management issues, including naval CONOPS.
John C. Cittadino - Senior Consultant: Mr. Cittadino has a B.S., Mechanical Engineering, New Jersey Institute of Technology, and an M.S., Operations Research, Stevens Institute of Technology. He is also President of JCC Technology Associates, Inc., providing technical and managerial consultant services on military and commercial electronic systems for C3, Intelligence, Navigation and Air Traffic Control. His government service included being Director, Theater and Tactical Communications, Command and Control (C3) Systems in the Office of the Secretary of Defense (OSD) responsible for R&D and production programs in major mission areas of theater and tactical C3 and positioning, navigation and air traffic control. In that position he acted as DOD focal point for all NATO and Allied (C3) programs and for all R&D with the Federal Aviation Administration (FAA). Prior to the OSD position, Mr. Cittadino was Program Manager, Navigational Air Traffic Control, responsible for total Life-Cycle management (including R&D and production) of all U.S. Amy Positioning/Navigation and Air Traffic Management Systems. Mr. Cittadino provides technical consulting to GMD Solutions' clients on a multitude of technical and international subjects, with a primary focus on C4I issues.
RADM. James P. Davidson, SC, USN (Retired) - Senior Consultant: RADM Davidson has a B.S., University of Idaho, in Business and Applied Science and an M.S., University of Michigan, in Business Administration with distinction. He also attended the Senior Executive Program in National Security, Harvard University, and the Executive Development Course, Stanford University. After a 35 year career in the U.S. Navy, he joined Litton PRC Inc. (now Northrop Grumman Information Technology) as Vice President, Strategic Logistics. He was responsible for defining and pursuing logistics business opportunities within the Department of Defense, including the services, agencies, and defense contractors. In September 2001, he left Northrop Grumman to pursue independent consulting in logistics and logistics information systems. He is Chairman, National Defense Industrial Association Logistics Division and a Vice President, Board of Directors, National Capital Council of the Navy League. Admiral Davidson assists GMD Solutions’ clients with acquisition and logistics issues, especially technical and operational issues such as IT integration, supply chain management, and business strategy.
General Alfred M. Gray, USMC (Ret), Senior Consultant: General Gray is a graduate of the State University of New York and holds Doctorate of Law Degrees from Lafayette College and Monmouth College, as well as Doctor of Military Science Degree from Norwich University. He is a former Commandant of the Marine Corps, serving 41 years in that service. Prior to that he was Commanding General, Fleet Marine Force, Atlantic, Fleet Marine Force Europe, II Marine Expeditionary Force and Marine Striking Forces Atlantic (NATO). He further served as military advisor to the President, the National Security Council and the Secretary of Defense. General Gray assists GMD Solutions' clients in understanding DOD CONOPS in such areas as Special Operations, Sea Lift, Amphibious Warfare, and Logistics Operations, especially with regard to the Marine Corps and Navy.
Dr. Ghiyath F. Nakshbendi, Senior Consultant: Dr. Nakshbendi holds a Ph.D., Business Administration, from American University as well as an MBA from Texas A&M University and BCS, Accounting, from the University of Aleppo. He is the Principal of Financial Advisory Service, Inc. (dba: Sangamore Group). Prior to the Sangamore Group, Dr. Nakshbendi was Financial Advisor with the Arab Fund for Economic and Social Development in Kuwait, a regional Pan-Arab development finance organization with a capital of more than $7 billion. Previously he was the Chief Operating Officer of Newfield Enterprises International, (NEI) in Los Angeles, California. He has been a Financial Advisor to a large Saudi Arabian Investor Group, with investment in the USA, Egypt and Tunisia, and to the Kuwait Investment Authority (KIA), which is responsible for the management of the State of Kuwait investment worldwide. In addition to these engagements, Dr. Nakshbendi served as a Senior Financial Analyst with Kuwait Real Estate Investment, Consortium (KREIC) a leading Kuwaiti consortium. Dr. Nakshbendi was also a consultant to the Public Institution for Social Security, an anchor Kuwaiti investor, and to the Ministry of Finance, and Ministry of Commerce in Kuwait. In addition, to Kuwait Real Estate and Management Company, (Wafra Now).
General Lawrence A. Skantze, USAF (Ret), Senior Consultant: General Skantze has an M.S. in nuclear engineering from the Air Force Institute of Technology and a BS from the U.S. Naval Academy. He is a former Commander, Air Force Systems Command an organization with direct responsibility for strategy, budgeting, advocacy, and program execution for research, development, test and acquisition of all new weapon systems and support equipment for the U. S. Air Force. Prior to that General Skantze was Vice Chief of Staff of the U.S. Air Force, the principal deputy to the Chief of Staff, USAF in the management and guidance of all functions of HQ U.S. Air Force in executing the day-to-day mission and operations of the Air Force. He further served as Commander, Aeronautical Systems Division, AFSC, and before that as Program Manager for Airborne Warning and Control System (AWACS) where he managed the development, procurement and deployment of the system, receiving the Air Force Association's Theodore Von Karman Award for greatest technical achievement. As the Program Manager the Short Range Attack Missile (SRAM) he managed the development, procurement and deployment of SRAM, receiving the Air Force Association's Outstanding Management Award in 1973. He currently serves on a number of corporate and non-profit boards and as a consultant to corporate executives, the DSB, National Academy of Science and MDA.

Douglas F. Carlberg: Mr. Carlberg is President and Chairman of the board of M2 Global, Inc., a general partnership that owns and operates M2 Global Technology, Ltd. that provides high-performance microwave components and valued-added contract manufacturing services. GMD Solutions and M2 Global have formed a strategic alliance to offer specialized services to clients desiring to make quantum improvements in the quality, delivery, and cost performance of their manufacturing and supply chain processes, both internal and out-sourced. In this regard, Mr. Carlberg has over 30 years of experience in operations management in the electronics, telecommunications, and defense industries. This includes more than 15 years of executive leadership with profit/loss responsibility for leading high-technology commercial and defense firms. His areas of expertise include directing all lean manufacturing aspects of product development, production, supply-chain management, sales, and service.
