CASE BRIEF: DOD Foreign Comparative Test Program for Universal Mobile Telecommunications Systems CLIENT: Large foreign communications, cell phone and telecommunications switch company PROBLEM: The company, which has a large presence in the U.S. commercial telecommunications market, is a worldwide leader in Global Systems for Mobile (GSM) communications, but was not all familiar with selling to the DOD or even how to get the DOD to test its products. They wanted to introduce the DOD to the next generation of GSM systems for U.S. defense purposes around the world. ACTIONS: GMD Solutions representatives met with the firm’s marketing and technical representatives to become knowledgeable about this advanced GSM system which they call their Universal Mobile Telecommunications System. We found that the company had already contacted a DOD organization that was interested in evaluating the system, but did not have the funds to do so. Contact was made with the U.S. Army organization responsible for this type of equipment and it was determined that the Army would also like to test and evaluate the system Meetings between the two organizations were arranged and they agreed to share the funding for the test and evaluation along with the delivery schedule, test criteria, etc., provided they could secure Foreign Comparative Test (FCT) funding support GMD Solutions assisted the client in structuring a DOD Foreign Comparative Test program with the two DOD organizations, including preparing its proposal and negotiations for a two year program funding the work
RESULTS: The Foreign Comparative Test and Evaluation program was approved by the DOD: The equipment was purchased and delivered to the Army and is being tested and evaluated by the two organizations The Army is considering this equipment for potential application in its multibillion dollar Warfighter Information Network -Tactical (WIN-T)
